Project: Duluth – Superior, MN-WI Sediment Sampling and Analysis, 2017
Assessing Official Comments:
QUALITY: The contractor was able to provide good quality for the project, although this involved a complex sampling job. The work involved over 70 management units and over 230 sediment sampling locations, which required a lot of tracking to ensure the correct sampling compositing for the management units.
SCHEDULE: The contractor was able to stay on schedule, despite the contract award in September and sampling being required before the winter season. The contractor was able to conduct all of the sampling before the winter season, even though they had to assemble several sampling teams to work simultaneously.
COST CONTROL: The contractor was able to stay within project costs for this complex sampling project. The sampling project involved over 230 sampling locations that had to be combined into over 70 management units, and the contractor was successful in the budget and time required for the sampling work.
MANAGEMENT: The contractor was very successful in managing this complex sampling project which involved over 230 sampling locations and over 70 management units. The project involved setting up sampling teams to accomplish the sampling quickly in the fall season prior to the winter season and the teams worked very successfully simultaneously to accomplish this work.
ADDITIONAL/OTHER: Good work on this important job.
RECOMMENDATION: Given what I know today about the contractor’s ability to perform in accordance with this contract or order’s most significant requirements, I would recommend them for similar requirements in the future.

Project: UNDERGROUND INJECTION CONTROLS INSPECTIONS – 2012-2017
ORIGINAL ASSESSING OFFICIAL RECOMMENDATION: Given what I know today about the contractor’s ability to perform in accordance with this contract or order’s most significant requirements, I would recommend them for similar requirements in the future.
COST CONTROL: The pricing model on this contract has saved EPA both in cost of the contract work itself and administration costs.
MANAGEMENT: Management has responded quickly when information is neeede.
QUALITY: EPA is very happy with the quality of service provided by the contractor.
SCHEDULE: Contractor regularly meets or exceeds the schedule provided by EPA for inspections.
MANAGEMENT: AEM Group management and the UIC contract compliance team regularly discuss with the EPA COTR and CO to assess contract compliance. We were responsive to any change.
SCHEDULE: AEM Group worked very hard to accommodate the EPA schedule. AEM Group completed the requested inspections per the COTR list and schedule, accommodating the customer scheduling requests. We request this rating to be exceptional.

Assessing Official Comments:
QUALITY: The designated point of contract was responsive and ensured that I understood any changes in personnel due to internal conflicts and travel. On the spot training during the audit was effective. The audit team adjusted easily to changes for In-Brief & Out Briefs.
RECOMMENDATION: Given what I know today about the contractor’s ability to perform in accordance with this contract or order’s most significant requirements, I would recommend them for similar requirements in the future.

SCHEDULE: Delivered the product according to requested due date.
BUSINESS RELATIONS: The staff with AEM were very good in staying in communication with NRCS staff regarding the delivery schedule and acknowledgement of correspondence. The staff would communicate by phone call and email.
ADDITIONAL/OTHER: I am very confident in their ability to perform their work and deliver a quality product on time.
RECOMMENDATION: Given what I know today about the Contractor’s ability to execute what they promised in their proposal, I definitely would award to them today given that I had a choice.

AEM Group has provided environmental assessments at our facility on several occasions and in each instance we have been very satisfied with the quality of service provided. Each of the auditors have been conscientious, have perfomed thorough evaluations and have provided sensible recommendations for improving our Environmental Management System.
